Will the 07' zx-10r wheels fit on a 08' zx-10r?

Yes, 06 on up are all interchangeable. I may be wrong as well but I think they're pretty much the same wheels physically.

Yes, they will. All rears are the same from 04 up. The 04 & 05 front uses a different axle / bearing combo, but 06 and up are the same.
