That has come off your airbox, its clear so you can see if there is any oil or water in it, if so remove the plug to drain it out, but always replace the plug it maintains pressure in the airbox.

Its off of the drain away coming fton the airbox, to allow any oil or water that collects inside the air box to be drained away.

My bike is missing this tube. Why does the air box need to be under pressure? Do you recommend buying a tube and a cap to solve this or it's not very influencial?

Yes there is typicaly upto 16psi from ram air effect in your airbox, if track only people block the drain outlet permanently as there often in the airbox normally and can clean out oil and water. For road it's better to have a clear tube and pull the plug when you see water oil. Any petroleum resistant tubing with a plug in will do.
