Spent 45 freakin' minutes trying to install the rear wheel but the collars kept falling out. Then I RTFM and realized that the rubber dampers (A) go in with the pimples facing out...I had them facing in. That gave me the 2 mm I needed, and voila!

yup, thats how you do it- if you are ever wondering 1 quick look on the drive for sprocket will have those marks there from the rubber touching! 45 minutes, that sucks tho! All you need to see is a flush line when the cush is on with the rim.
