It don't. One side handles both with an extra strong spring in that 1 leg. Same with rebound (TENsion) and compression on the other fork.

The duties have been separated to each fork leg.

SF-BPF = Single Function Big Piston Fork. As Selena already said, the left fork tube handles preload only and the right fork handles compression and rebound damping only. When connected together via the front axle, they act as one complete unit. It's a great design from an engineering standpoint.
