iTunes will do it. I used it to create a ringtone, for example.

and if you have a Creative sound card on your computer....(or you could download their utilities), they have a wave editor that will allow you to cut/paste mp3 and wave files. Nice tool.

take an mp3, chop it down to the part of the song you want to use and copy it to your phone...most phones have a limit of about 600kb for the file size
I get the first part, just don't know how your copying it to the phone

Most phones now have mini sd cards in them and can store a gig or two.

Here's the one I use for audio editing. Also free. I don't have experience with the other ones mentioned, but with Kristal, you can fade into and fade out of for a smooth transition. Bit of a learning curve, but the online help is good.
