I'm shooting for around 170 whp. Can it be done with these mods and a good tuner?

depends on how much your bike has now....
+1 and the dyno you use makes a difference. You may make 178whp or may make 165whp. It depends if the dyno reads high or low or whatever. If your bike puts down 165whp now on that dyno then absolutely. If your bikes puts down 152whp there now, maybe not. Hope this makes sense. Lots of 3rd gens with those mods make 170whp usually. Put it on the dyno 1st, do a pull as it sits before all the parts go on then obviously see what the final #'s are after all the mods tuned. That way you can see how much power you actually gained. remember ram air at triple digit speeds does add a couple ponies.
Guys pick up 6whp or more just by a custom tune alone alot of times. So, do a before and after the mods pull on that dyno. Either way, your bike will surely haul ass. Have fun!!

+2 neverending! Cars and bikes always make different numbers on different dynos.So many different variations come into play, have a good fan for the ram air to get you as close as possible to the real thing, i hate when you see a dyno vid w not even a little fan going and the bike is just sucking for air. So a before and after might be a little more $ but youll get your true overall dyno numbers for your bike and mods. hopefully we will be seeing vids? itll be nice to actually see what it all adds!
