I don't have a belt sander, but I do wash the WHOLE tire; sidewalls and treads, to clean off any mounting lube....you know, when i get new tires, i hit them with a belt sander just to get the shine off them...
Then, I just use course sandpaper, by hand, on the outer chicken-strip areas, where lean angles would get dicey on new tires. The center portions will take care of themselves while riding the streets at normal speeds.
