A Q for U.S ZX10Rer's?

G'day U.S ! Do you U.S ZX10Rer's all have the same Cali DOT spec ZX10R's there? As Was read'n my euro spec 2015 owners manual & saw this statement, "where the U.S state of California DOT has required different to euro spec anti smog plumbing", where with a filled to the brim fuel tank, fuel can flow into this anti smog system causing start failure's, & other run'n drama's? Where if this statement is up, & is accurate? It must be a pain in the a☆☆, to check when filling up, not to fill up too high, or have your ride play up on you with failing start up's? Or is it as bad as the 2015 owner manual is stating?
