Bringing the front so low is not a good idea. It can cause the front light break by contacting it to front fender. More important than that it will unbalance the bike so the bike is not balance (front and back); When you brake you feel that the back of the bike and you want to flip over. If you lower the front of the bike 3cm=1.18" lower than top of the shocks, the bike becomes unbalance therefore lower it less than 3cm=30mm=1.18". I think the best quality of the balance of 2005 Kawasaki Ninja ZX-10R just for enjoy of riding a superbike (as it's performance) is between 15mm to 28mm depends on your expectations and the rider weight. I adjust mine on 25mm and is shown in this picture how it look.
