Speed sensor causing rev limit

This is on a 07 zx14. But the setup is similar to the first gen zx10. With the speed sensor unplugged the bike runs fine. Soon as you plug it in and get to 5000 rpm or so the bike hits a rev limit every time. The sensor and speed nut have been changed and verified good. No speedohealer on the bike. Anyone have any suggestions on what's causing this or even heard of this issue on a Zx10 or Zx14?
