PC III Need help

Can any one tell me how the numbers work in a pc3. If my graph shows a #3 at lets say 4000 rpm at 40% throttle. If I bring up that 3 to a 5 will it add more fuel. Just not sure how it works. The how tos for pc3 dont explain that.
