Maybee someone can help

Here is my delema. I want to build my own bike, Have all the tools and a s**t load of parts, almost everything to do it but here is my big concern......
I have a main frame with a clear title but I want to drasticly alter it in order to fit a new engine. I will baisicly be using the neck with the vin and about 6 inches back and build my own frame from there on out. I dont want any legal problems though, sayig that I have altered the frame too much . I dont need a free ride down town. I have searched the web with no answers so maybee some here can help.....

I am not positive, however I have been told tat you can get a VIN assigned to you. Here in Canada I believe the VIN assignment is about $600 and they come stamp it on your bike. Then you need to get a inspection done by a mechanic to say that the bike is sound.

But once again. This is what I have been told and I have never gone through the process before.

Thanx for your input bud. Yeah that hole inspection and fee thing is what Im trying to avoid but very valid point. But it may be cheaper and more legit in the long run. Thanx
