How to tell if Rebound Adjuster is Broken?

I had to re-re-do my spacers for my new springs and I think I goofed up on the rebound adjuster. I did follow the directions by fulling seating the rebound adjusters then turning out full three turns, but I think I may have mis-counted or let 3 AM get the best of me. I installed it and the left fork leg rebound adjuster was locked in place - no movement in either direction. Well, I took it off "fixed" it today and the adjust has the 11 click range, but it seems to pop up a little higher than normal.

I bounced it, but didn't test ride it, and I thought I would check to see what you guys think.
